Longhua District has experienced the transformation from being just a functional area to becoming an official administrative area. On December 30, 2011, the new district of Longhua was established, incorporating Bao’an’s Longhua and Guanlan townships. On January 7, 2017, the administrative district was officially established. The district covers a total area of 175.6 square kilometers and has jurisdiction over six subdistricts including Guanhu, Minzhi, Longhua, Dalang, Fucheng and Guanlan; 69 community workstations, and 113 resident neighborhood committees. The number of district’s resident population by the end of 2022 had reached 2.54 million people. After years of laying the foundation and seeking long-term development, the district has become forged into an ideal, vibrant and promising destination for rising entrepreneurs from across the world. Longhua District has the following characteristics:


Longhua District has a favorable location and transportation. Located in the geometric center of Shenzhen and the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), it is adjacent to six districts and one city, with Longgang District on the east; Futian, Luohu and Nanshan Districts on the south; Baoan District on the west; and Guangming District and Dongguan City to the north. Departing from the district’s Shenzhen North Railway Station, an integrated mega transportation hub of the GBA, it takes only 15 minutes to get to the West Kowloon Railway Station in Hong Kong; only 30 minutes to get to Qianhai, the Lok Mau Chau Loop area, Guangming District and other key areas of Shenzhen; and only 4 hours to Xiamen, Changsha, Wuhan and other major cities in China.


Longhua District has competitive economic strength. In 2022, the district’s GDP grew by 3.1% to 295.53 billion yuan; its economic prowess ranked fifth among all the districts and new area in Shenzhen and the 26th among the top 100 districts in China; the total output of industries above a designated scale exceeded 633.1 billion yuan, with an increase of 8.5%; the total amount of fixed asset investment exceeded 94.1 billion yuan, increasing by 5.1%; the total retail sales of consumer goods exceeded 126.4 billion yuan, with an increase of 4.1%; the revenue of the district’s service industries above a designated scale increased by of 3.5% in 2022; the general public budgetary revenue reached 15.2 billion yuan, with an increase of 8.8% in accordance with the caliber; the imports and exports totaled 477.3 billion yuan, increasing by 7.2%; the added value of the district’s emerging industry increased by 6.6% in 2022, ranking the fourth among all the districts and new area in Shenzhen; the total output value of emerging industry accounted for 48.1% of the district’s regional GDP, recording a year-on-year growth at 3.6%. It has rolled out Shenzhen’s most systematic, expansive and supportive policy mechanism to boost the development of digital economy, and consequently, the total output value of district's core industries of digital economy exceeded 555 billion yuan, with an increase of 13%.


Longhua District promotes scientific and technological innovation. It has 1,886 industrial enterprises above a certain scale, 3,361 national high-tech enterprises, 38 listed companies, and 90 national specialized and advanced small and medium-sized enterprises (SMEs) that produce novel and unique products. It is a provincial core area for artificial intelligence (AI) industry and a provincial demonstration base for industrial Internet. It has the Meiguan Innovation Corridor, an important part of the Guangzhou-Shenzhen-Hong Kong-Macao Sci-tech Innovation Corridor and home to technology giants such as Huawei and Foxconn and other manufacturing industry clusters; A total of 293 innovation facilities, including the Guangdong High-Performance Medical Apparatus and Instruments Innovation Center, the city's first national manufacturing innovation center, the Innovation Industrial Park of the Shenzhen Institute for Advanced Study of the University of Electronic Science and Technology of China, and the Yashan Database of the Shenzhen Institute of Computing Science. The district also hosted a number of innovation competitions, including its first international robotics competition and a national-level medical device innovation and entrepreneurship competition. It is worth mentioning that in 2021, the district's research and development expenditure had reached 10.8 billion yuan, an increase of 5.4%, accounting for 3.8% of the regional GDP.


Longhua District has a beautiful ecological environment. Surrounded by mountains on three sides, the district is a national demonstration area for ecology-based communities. It has the Mission Hills Golf Club, a popular golfing resort for elites around the world; the Guanlan Printmaking Village; the national 5A scenic spot Mission Hills Resort; the national 4A Shanshui Tianyuan Resort; Yangtai Mountain, one of the eight top scenic spots in Shenzhen; and the picturesque Guanlan River. The district was accredited in 2021 as a national demonstration area of small reservoir management reform. The district has 163 parks and 279 kilometers of greenways. The greening coverage rate has reached 43.6%. The district has the demonstration section of Talent Greenway and the Ring Greenway, which is one of the top 10 fitness trails in Shenzhen and a winner of the highest award of the International Federation of Landscape Architects in 2020. It hosts 22 national-level green factories, whose number ranks the second among all the districts and new area in Shenzhen. The amount of water consumed in per 10,000 yuan of gross regional product and per 10,000 yuan of industrial added value have continued to decrease.


Longhua enjoys rich and diverse cultures. It features Hakka, red and fashion cultures and is home to the site of the Great Rescue of Chinese Cultural Celebrities in Baishilong Community, which has been selected as one of the national memorial sites of the War of Resistance against Japanese Aggression, and is also known as the cradle of migrant worker’s literature. It has also opened the first 5G smart book city in China and 100 public reading rooms, set up studios for famous cultural and sports figures such as Li Ning, Meng Guanglu, Liu Dahua, Jiang Kun and Shan Jixiang, and successfully held signature cultural events such as the WCBA All Stars Competition and the 2022 Honor of Kings International Championship. In the district, the Dalang Fashion Town, China Guanlan Original Printmaking Base and the Guanlan Ancient Market area are among the 10 featured culture blocks in Shenzhen; the Shangwei and New Who Art Villages are named as provincial feature villages of culture and tourism; and Yongfengyuan Museum, together with three other tourism projects, are named as demonstration areas for industrial tourism in Guangdong Province and have been included in the provincial industrial tourism resource pool. The district is a demonstration tourist destination in Guangdong Province, with its mahogany culture tourist route and creative fashion industry tourist route selected as the 20 best industrial tourist routes in the province.


The livelihood of Longhua residents has been greatly improved. The district has provided a total of more than 220,000 public school seats for compulsory education, established the country's first doctoral talent pool for primary education and the first district-level post-doctoral innovation training base, and has been designated a national demonstration zone for in-depth learning in public high schools and a national experimental zone for primary education curriculum reform. Longhua District People's Hospital and Longhua Central Hospital are 3-A hospitals in the district. It also became the first district in Shenzhen with full coverage of community health committees, and was recognized as a national public health promotion area and a comprehensive demonstration area for chronic disease prevention and control. Longhua has built more than 100,000 public housing units and allocated more than 40,000 public housing units since its establishment. The Yuanfen New Village public housing project has become a pilot project for urban renovation in the district. The district also has a human resources industrial park and Guangdong Province's first entrepreneurship incubator for physically disabled people.


Longhua sets an outstanding example for grassroots governance. Its Party building-led grassroots governance model, represented by the Shenzhen North Railway Station Community, was praised by President Xi Jinping during his inspection to Guangdong Province in 2018. The district has rolled out a series of post-work events for young social workers, which has been accredited as one of the best social governance models in China. What’s more, its governance model on non-resident populations has been promoted nationwide. Longhua has taken the lead among all the district and new districts in Shenzhen to hold a community event which enhances the communication and exchanges between the grassroots government officials and residents and to open a service counter for enterprises at its community Party and mass service centers. It is China’s first grassroots social governance observation base, a national comprehensive demonstration area for social work service, a national pilot area of social management and public service, and a national innovation demonstration area for social governance. Longhua District has been ranked among the top 5 of the nation’s top 100 innovative districts for three consecutive years.


Longhua District will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the spirit of the 20th National Congress of the Communist Party of China (CPC), carry out the spirit of President Xi Jinping's important speeches and instructions regarding Guangdong and Shenzhen, and in accordance with the decisions and deployments of the municipal Party committee and government, accelerate the construction of the "Five Districts," promote digital development across the district, promote the integrated development of people, city and industry, build a high-level central axis new city, and implement the “Digital Longhua, urban core" development strategy in a high-quality way. High-level construction of emerging industry hubs and a fashionable industrial new city will be pursued. Actively exploring the Longhua practice of Chinese-style modernization, the district will make contribution to the construction of Shenzhen as a global economic center and a modern international metropolis, as well as the establishment of a pilot demonstration zone of socialism with Chinese characteristics and a city exemplifying the socialist modernization of China.
