Longhua District has experienced the transformation from being just a functional area to becoming an official administrative area. On December 30, 2011, the new district of Longhua was established, incorporating Bao’an’s Longhua and Guanlan townships. On January 7, 2017, the administrative district was officially established. The district covers a total area of 175.6 square kilometers and has jurisdiction over six subdistricts including Guanhu, Minzhi, Longhua, Dalang, Fucheng and Guanlan; 56 community workstations, and 110 resident neighborhood committees. The district’s resident population by the end of 2021had reached 2.52 million people. After years of laying the foundation and seeking long-term development, the district has become forged into an ideal, vibrant and promising destination for rising entrepreneurs from across the world. Longhua District has a favorable location and transportation. Located in the geometric center of Shenzhen and the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), it is adjacent to six districts and one city, with Longgang District on the east; Futian, Luohu and Nanshan Districts on the south; Baoan District on the west; and Guangming District and Dongguan City to the north. Departing from the district’s Shenzhen North Railway Station, an integrated mega transportation hub of the GBA, it takes only 15 minutes to get to the West Kowloon Railway Station in Hong Kong; only 30 minutes to get to Qianhai, the Lok Mau Chau Loop area, Guangming District and other key areas of Shenzhen; and only 4 hours to Xiamen, Changsha, Wuhan and other major cities in China.
Longhua District has competitive economic strength. In 2021, the district’s GDP grew by 10.2% to 282.85 billion yuan, marking the biggest growth over the past 11 years since the establishment of the Longhua New District; its economic prowess ranked fifth among all the districts in Shenzhen and the 29th among the top 100 districts in China; the added value of industries above a designated scale exceeded 137.3 billion yuan, with an increase of 10.1%; the total amount of fixed asset investment exceeded 89.5 billion yuan, increasing by over 5% and ranking fourth in the city; the total retail sales of consumer goods exceeded 121.4 billion yuan, with an increase of 14.2%; the district boasts the fastest-growing service industries above a designated scale in Shenzhen, with an increase of 83.6% in 2021; the general public budgetary revenue reached 15.2 billion yuan, which was 2.4 times of that at the time when the new district was established and ranked fifth in the city; the tax revenue was 14.12 billion yuan, accounting for 92.7% of the fiscal revenue; the imports and exports totalled 477.3 billion yuan, increasing by 16.7% and for five consecutive years has ranked in the top three among all the districts in Shenzhen.
Longhua District has a strong industrial foundation. The industrial chain is complete and rich in categories, covering 35 of the 46 subcategories of industries above designated scales, 1,870 industrial enterprises above designated scales and 3,084 national high-tech enterprises covering all fields of clothing, food, housing and transportation. The electronic information industry is the leading industry in Longhua, accounting for about one-sixth of the city’s total output, and the district has been approved as a provincial key area of AI (artificial intelligence) industry and a provincial demonstration base of industrial Internet industry. The district boasts as headquarters for enterprises such as Foxconn, Meituan Technology, SGD Power, TECNO, Marisfrolg and Yongfengyuan; high-tech enterprises such as CR Sanjiu, Inovance Technology and Shenzhen Liande Automatic Equipment Co. Ltd; the city’s first national manufacturing innovation center – the Guangdong High-Performance Medical Apparatus and Instruments Innovation Center; several provincial innovation centers for new molecular drugs, intelligent precision instruments and third-generation semiconductor technologies; basic research institutions such as the Shenzhen Institute of Computing Science; high-end industrial parks such as Jinxiu Science Park, Yinxing Industrial Park and Sany Cloud City; and commercial complexes such as Galaxu COCOCITY, the Mission Hills Commercial Center and Uniworld. With digital economy as the major driving force of the district’s economic development, Longhua issued the “1+N+S” policy package, which is the city’s most powerful and widespread supportive mechanism for industries. In 2021, the contribution rate of digital economy to the district’s industrial development had exceeded 50%; the output value of nine strategic emerging industries such as semiconductors and integrated circuits has maintained a double-digits rapid growth; and the growth rate of Internet software and information technology service industries revenue has exceeded 700%.
Longhua District has a beautiful ecological environment. Surrounded by mountains on three sides, the district is a national demonstration area for ecology-based communities. It has the Mission Hills Golf Club, a popular golfing resort for elites across the world; the Guanlan Printmaking Village; the national 5A scenic spot Mission Hills Resort; the national 4A Shanshui Tianyuan Resort; Yangtai Mountain, one of the eight top scenic spots in Shenzhen; and the picturesque Guanlan River. The district was accredited in 2021 as a national demonstration area of small reservoir management reform and a provincial demonstration area of a water-saving society. It boasts an air quality that has been above the threshold of the European Union’s air quality standard for two consecutive years, with the annual average PM2.5 density falling to 18.2 micrograms per cubic meter. The district is also home to the demonstration section of the Talent Greenway, which is the first of its kinds in China and has increased the total number of parks to 158. The total length of greenways in the district has reached 276 kilometers and the greening coverage rate has reached 43.7%. The district’s Ring Greenway is one of the top 10 fitness trails in Shenzhen and a winner of the highest award of the International Federation of Landscape Architects in 2020. It has also built 6,561 electric vehicle fast-charging poles and hosts one third of all national-level green factories in Shenzhen.
Longhua enjoys rich and diverse cultures. It features Hakka, red and fashion cultures and is home to the site of the Great Rescue of Chinese Cultural Celebrities in Baishilong Community, which has been selected as one of the national memorial sites of the War of Resistance against Japanese Aggression, and is also known as the cradle of migrant worker’s literature. It has also opened the first 5G smart book city in China and 34 public reading rooms, set up studios for famous cultural and sports figures such as Li Ning, Meng Guanglu, Liu Dahua, Jiang Kun and Shan Jixiang, and successfully held signature cultural events such as the International Mahogany Culture Festival and the China Women’s Wear Design Competition. In the district, the Dalang Fashion Town and China Guanlan Original Printmaking Base are among the 10 featured culture blocks in Shenzhen; the Shangwei and New Who Art Villages are named as provincial feature villages of culture and tourism; and Yongfengyuan Museum, together with three other tourism projects, are named as demonstration areas for industrial tourism in Guangdong Province and have been included in the provincial industrial tourism resource pool.
Longhua residents’ livelihoods have been greatly improved. In 2021, the district offered a total of more than 120,000 public primary and middle school seats, established the country’s first doctoral talent pool for primary education system and the first district-level post-doctoral innovation training base and has been awarded as a national demonstration zone for in-depth learning at public high schools as well as an national experimental zone of primary education curriculum reform. Longhua has built its first maternal and child health hospital and its first 3-A hospital, the Longhua District People’s Hospital. It became the first district in Shenzhen with full coverage of community public health committees and has been accredited as a national promotion area for public health and a comprehensive demonstration area for the prevention and control of chronic disease. The district has also built Shenzhen’s first public housing project that is for rent only, a human resources industrial park and Guangdong Province’s first entrepreneurship incubator for physically-challenged people.
Longhua sets an outstanding example for grassroots governance. Its Party building-led grassroots governance model, represented by the Shenzhen North Railway Station Community, was praised by President Xi Jinping during his inspection to Guangdong Province in 2018. The district has rolled out a series of post-work events for young social workers, which has been accredited as one of the best social governance models in China. What’s more, its governance model on non-resident populations has been promoted nationwide. It is China’s first grassroots social governance observation base, a national comprehensive demonstration area for social work service, a national pilot area of social management and public service, and a national innovation demonstration area for social governance. Longhua District has been ranked among the top 5 of the nation’s top 100 innovative districts for three consecutive years.
Longhua’s actions addressing the COVID-19 epidemic have been widely recoginzed. Among actions taken against the recent COVID-19 flare-ups, the district has implemented a “white list” mechanism as instructed by the municipal COVID-19 prevention and control headquarters office and has launched several rounds of nucleic acid tests to curb the spread of the resurgence. To streamline the checking procedures and reduce inconvenience for travelers at public transport facilities, Shenzhen North Railway Station has launched a unified travel code, which enables passengers to check their tickets and health codes at the same time, and built a makeshift nucleic acid testing lab within only three days. The district also built a transition hub at the Huanan Logistics Park within seven days and rolled out several digital epidemic-prevention systems in support of its epidemiological investigation and nucleic acid testing work, which has been awarded as an outstanding example of government service innovation in Guangdong Province.
