Shenzhen's top legislator suggested the city should upgrade the level of its digital economy and enhance the core competitiveness of its manufacturing industry during the ongoing session of the city’s legislature, Shenzhen Special Zone Daily reported yesterday.

Luo Wenzhi, director of the Standing Committee of the Shenzhen Municipal People’s Congress, put forward the suggestion Monday while reviewing the government work report with delegates from Bao’an District.

Mayor Qin Weizhong made an effective summary of the government’s tasks and measures, Luo said.

The report reflects the municipal government’s commitment to all-round development, its perseverance in promoting innovation and its focus on improving people’s livelihood, he noted.

Over the past year, the city government adhered to a people-first principle, coordinated the balance between epidemic control and economic development, and promoted the city’s economic and social development to a new level, Luo told the delegates.

It shows Shenzhen’s courage and determination to be a leading demonstrator in building a new development pattern, the top legislator said.

He put forward three suggestions on government work.

First, the government should further upgrade its digital economy industry, strengthen key technologies, and promote the construction of industrial infrastructure and the integration of the digital economy with the manufacturing industry.

Then, it should make great efforts to increase industrial investments, especially in manufacturing, and enhance the core competitiveness of the manufacturing industry.

It should also support the development of small and medium-sized enterprises and optimize support policies for them.

Luo pointed out that Bao’an District had made remarkable achievements in the past year. He suggested that the district keep manufacturing as its pillar industry and take advantage of preferential policies for Qianhai’s service industry to accelerate the integrated development of advanced manufacturing and modern service industries.

He hoped that the district’s manufacturing industry would make itself part of the mid- and high-end global supply chain, and contribute more to the development of Shenzhen and the Guangdong-Hong Kong-Macao Greater Bay Area.
