Longhua pairs with Spain’s Navarre Region

Known for its proactive global outreach and digital vitality, Longhua District has officially expanded its international circle of partners by signing a memorandum of friendly exchange and cooperation with the Chartered Community of Navarre, Spain.

The agreement was signed by Mikel Irujo, Regional Minister for Industry and Ecological and Digital Business Transition, government of the Reginal Community of Navarre, and Zhang Zhi, a member of the Standing Committee of the CPC Longhua District Committee and director of the General Office of the CPC district committee and the district government. This partnership marks a new chapter in cross-border synergy, focusing on industrial collaboration, digital innovation, and cultural exchange.


A strategic match


The partnership is built on a foundation of "shared DNA." As a pioneer in Shenzhen’s digital economy, Longhua’s focus on high-end manufacturing and AI perfectly mirrors Navarre’s status as a European innovation hub. Navarre is widely recognized for its strengths in smart manufacturing, green energy, and cultural tourism. 


From dialogue to delivery


This bilateral partnership did not happen overnight. The groundwork was laid in July 2025, when Minister Irujo visited the Shenzhen (Longhua) International Cooperation Center.


Over the past six months, the relationship has evolved from high-level meetings to concrete industrial ties. Both parties have maintained close communication across government and corporate sectors, specifically targeting the low-altitude economy and energy-related research. Notably, several projects have already reached preliminary mass-production agreements, proving that this partnership is as much about economic results as it is about diplomatic friendship.


A gateway to Europe


Minister Irujo noted that Shenzhen’s youthful energy is "deeply impressive," expressing Navarre’s ambition to become a strategic gateway for Longhua-based enterprises looking to scale into the European market, particularly in sectors like higher education and clean energy.


This latest expansion of Longhua’s international network is more than a formality; it is a commitment to shared opportunities. As Longhua continues to drive its "Digital Longhua" strategy, the collaboration with Navarre stands as a testament to the district’s commitment to global integration.


Looking ahead, the two regions are expected to deepen their ties through joint technological R&D and cultural fusion, writing a new chapter of cooperation that bridges the distance between China and Spain.
