The Zhangkengjing Helipad, currently under construction in Guanlan Subdistrict, Longhua District, is scheduled to be put into operation by 2026, according to the 2024-2026 two-year action plan for the high-quality development of Shenzhen’s low-altitude infrastructure.
The plan also calls for the establishment of a showroom in the Zhangkengjing area showcasing the application of low-altitude aircraft in logistics, piloted flights, integration of high- and low-altitude airspace, and other scenarios.
In addition to launching the Zhangkengjing Helipad, the city aims to complete the relocation of the Nantou Helipad and the site selection for Shenshan Airport concurrently.
By the end of 2026, Shenzhen will have built one major scientific facility for the low-altitude economy, five low-altitude economy operation pilot zones, and four testing sites. The city will also have developed 10 industrial parks and two specialized industrial parks dedicated to the low-altitude economy, as well as more than 1,200 low-altitude take-off and landing sites. Over 1,000 commercial low-altitude flight routes for passenger and cargo transport will be launched.
An additional 174 helipads and eVTOL take-off and landing sites will be built in business districts, CBDs (Central Business Districts), industrial parks, transportation hubs, scenic areas, and public parks across the city, bringing the total number of such facilities to 283. A citywide low-altitude logistics infrastructure network will be formed with the addition of 159 take-off and landing sites for delivery drones. The total number of community-based take-off and landing facilities will reach 413, including 148 sites for medical resources and 265 in business districts. Around 360 facilities will be established to support the application of low-altitude aircraft in urban governance.
Longhua, the industrial powerhouse of Shenzhen, has been flexing its muscles in low-altitude economy back-boned by its strong digital and advanced manufacturing industries. The district is now home to renowned UAV brands such as Meituan Drones, Damoda, and Harwar UAV and relevant R&D facilities such as Nanjing University of Aeronautics and Astronautics (NUAA) Shenzhen Research Institute.
