Longhua District integrates policy innovation, cross-sector collaboration, and cutting-edge technology to drive green growth, setting a replicable model for sustainable urban development.


1. Air and Water Quality Improvements

  • Air quality:

Achieved a 95.9% "excellent air quality rate" in 2024, ranking first in improvement citywide.

PM2.5 and PM10 concentrations dropped to 18.5 μg/m³ and 35.1 μg/m³, respectively.

  • Water quality:

Guantang River’s Qipang section upgraded to Class II surface water standard.

Niuhu Waterfront Greenway selected as a provincial environmental protection project.

2. Policy and Accountability Mechanisms

  • Integrated governance framework:

Established a "1+1+2+N" dual-carbon policy matrix (energy, industry, construction, ecology, transportation).

Incorporated air quality metrics into Key Performance Indicators (KPIs) for district-level accountability.

  • Incentive-driven reforms:

Created a "municipal guidance + district-level subsidies" reward system to incentivize corporate green practices.

3. Cross-Sector Synergy in Pollution Reduction and Carbon Mitigation

  • Industrial Sector:

Developed a multi-dimensional evaluation system (energy, emissions, waste) for industrial parks and enterprises.

Completed tailored green upgrades for 30 industrial parks and 100 key enterprises, fostering 26 national green factories and 5 green supply chain leaders.

  • Construction Sector:

Pioneered smart construction:

Built Huazhang Xinzhu, China’s first modular high-rise building (2,740 social housing units in one year).

Launched 8 smart construction pilot projects (e.g., Guanlan Public Cultural Center) using BIM/CIM and IoT technologies.

  • Transportation Sector:

Advance green mobility by deploying an integrated charging and energy storage system for NEVs.

4. Benchmark Projects for Low-Carbon Transition

  • Near-zero carbon zones:

Launched 12 pilot projects in smart manufacturing, green buildings, low-carbon transport, and other sectors.

Example: China Resources Sanjiu Guanlan Base reduced CO2 emissions by 2,410.06 tons (46.1% total reduction) via solar PV, AI-controlled HVAC, and water-cooled storage.

  • Digital-ecological integration:

Deployed new technology 5G, blockchain and drones in , improving pollution traceability and raising "excellent river length" to 84.9%.

  • AI-driven circular economy:

As the first WEF lighthouse factory for sustainable development in Guangdong Province, Foxconn's Guanlan factory used IoT to boost recycled materials to 75%, cutting emissions by 24% (supply chain emissions down 42%).

5. Outcomes and Recognition

Reduced environmental complaints by 49.8% in 2024.

Recognized as Shenzhen’s only ecological awardee in Guangdong’s Top 65 Grassroots Reform Cases for its "pollution-carbon synergy" model.
