Purpose:

Implement Guangdong and Shenzhen policies to accelerate commercial circulation and build an international consumption center.

Promote high-quality industrial development and digital transformation under the digital Longhua initiative.

Scope:

Independent legal entities with actual operations in Longhua District.

Key Support Measures:

Support for Growth of Potential Enterprises:

One-time reward of 100,000 yuan for enterprises achieving first-year sales targets and recording positive growth in the following year across wholesale, retail, accommodation, catering, internet & related services, leasing & business services, and resident services.

Support for Large-Scale Commercial Enterprises:

Wholesale, retail, accommodation, catering, internet & related services, and other sectors receive one-time rewards based on annual revenue milestones (ranging from 200,000 to 8 million yuan).

Digital Transformation Support:

20% subsidy on digital transformation investment for commercial complexes, shopping centers, specialty streets, and eligible enterprises.

Maximum annual subsidy: 1 million yuan for operators, 3 million yuan for individual enterprises.

E-Commerce Promotion:

Rewards for retail sales growth via public networks (100,000 yuan per 1 million yuan growth).

30% subsidy for logistics costs of cross-border e-commerce, up to 300,000 yuan per year.

Support for Fresh E-Commerce Warehouses:

One-time subsidy of 20,000 yuan per warehouse for investments exceeding 1 million yuan, capped at 5 million yuan per enterprise per year.

First Store Introduction Incentives:

50,000 yuan per store subsidy for new Longhua first stores (minimum 100 sqm) operating for over a year, capped at 1 million yuan per operator per year.

Consumption Promotion Activities:

Exhibition Participation Support:

50% subsidy of booth fees for domestic and international exhibitions, capped at 18 sqm offline or 30,000 yuan online per booth; annual limit 500,000 yuan.

Team Consumption Encouragement:

Rewards of 2% of cumulative spending by education, conference, and exhibition teams at eligible accommodation and catering enterprises, capped at 2 million yuan per organizer.

Insurance Cost Reduction:

80% of municipal export credit insurance subsidy granted, annual cap 2 million yuan per enterprise.
