Longhua has once again expanded its global network
this time forging a new partnership
with Spain's Navarra region

As an innovation hub known for smart manufacturing, green energy, and diverse cultural tourism, Navarra enjoys a robust technological ecosystem and advanced sustainable-development experience. Meanwhile, Longhua, a key engine of Shenzhen’s digital economy and industrial innovation, focuses on high-end manufacturing, artificial intelligence, and low-carbon transformation. The two regions share strong complementarities in technological innovation, green-industry collaboration, and cultural IP integration, laying a solid foundation for establishing friendly exchange and cooperation relations.

Longhua District and the Regional Community of Navarra in Spain signed a Memorandum of Understanding on friendly exchanges and cooperation. This marks the official establishment of friendly exchange and cooperative relations between the two regions, paving the way for joint efforts in industrial collaboration, digital innovation, and cultural engagement.
Longhua and Navarra: Two-Way Efforts
China-Spain relations are deeply rooted in more than two thousand years of civilizational exchanges. The practical cooperation between the two nations across various fields has yielded substantial results, injecting strong momentum into the growth of bilateral ties.

Within the framework of Sino-Spanish friendship, Longhua District has actively facilitated collaborative engagements with Spain in recent years. It has conducted diverse exchange initiatives with Spanish cities in fields such as economy, trade, healthcare, and sports, continuously strengthening friendly ties. Its connection with Navarra, in particular, dates back to half a year ago. In July 2025, a delegation led by Mr. Mikel Irujo, Regional Minister for Industry and Ecological and Digital Business Transition, Government of the Regional Community of Navarra in Spain, visited Shenzhen Longhua International Cooperation Center. During the visit, he held discussions with representatives from the Government of Longhua District and leading local enterprises on the potential cooperation between the two regions.

Mr. Mikel Irujo noted that the dynamic vitality demonstrated by Shenzhen was impressive. Navarra looks forward to deepening cooperation with Shenzhen in areas such as higher education, industrial development, technological innovation, and clean energy. Navarra will leverage its unique geographical advantages to serve as a partner for the enterprises from Longhua seeking to enter in the European market.
Over the past six months, Longhua and Navarra have maintained close communication both in governmental dimension and the enterprise dimension. Coordination has been carried out with relevant institutions and companies in Navarra in fields such as the low-altitude economy and energy research. Certain projects have advanced to pilot production phases, establishing a robust foundation for subsequent cooperation across multiple sectors.
In September last year, both regions expressed their mutual desire to establish friendly exchange and cooperative relations with Longhua and to develop practical collaboration in areas of mutual strength. Afterwards, the two regions engaged in in-depth discussions across multiple domains including industrial collaboration and cultural exchanges, and exerted concerted efforts to advance multi-level and broad-ranging interactions and cooperation. Ultimately, Longhua District and Navarra successfully signed the MoU, establishing friendly ties. This partnership represents not only a further expansion of Longhua’s global "circle of friends" but also a shared commitment to embracing future opportunities. Longhua and Navarra will take this agreement as a foundation to deepen bilateral exchanges in industry, technology, culture, and beyond, jointly writing new chapters in transcontinental collaboration.
