APEC Technologies Empower Low Carbon Action (TELCA) Seminar
Set to Open in Longhua, Shenzhen

Officially endorsed by APEC, the Seminar on APEC Technologies Empower Low Carbon Action (TELCA): Roadmaps, Accessibility and Partnership will be held from 2 to 4 September 2026 at the Shenzhen Longhua International Cooperation Center. As one of the APEC-related events hosted by China in 2026, the seminar will bring together policymakers, research experts, business leaders and international organization representatives from 18 APEC member economies to conduct in-depth discussions on "low-carbon technology roadmaps, accessibility and partnership".
From August 17 to 28, 2026, the Third APEC Senior Officials' Meeting (SOM3) was held in Dalian. During the meeting, a series of events were convened, including the APEC Energy Think Tank Forum, the Symposium on CCUS/CCS for the Clean and Efficient Development and Utilization of Fossil Energy, and the APEC Zero-Carbon Industrial Park Symposium. These events built consensus around key issues such as the clean utilization of fossil energy, zero-carbon park development, and green transportation. The TELCA2 Symposium will be convened immediately following SOM3, with the aim of extending the policy dialogue at the Senior Officials' level into concrete action on technology roadmap development and partnership building. Three Core Themes Centered on three core themes — roadmaps, accessibility, and partnerships — this seminar features 12 keynote addresses and 6 parallel forums, covering a broad range of topics including advancing a just transition, harmonizing cross-border regulations, mobilizing green investment, aligning technology policies, promoting gender inclusion, and strengthening monitoring and evaluation — all aimed at addressing the pressing needs of regional low-carbon transition from a multidimensional perspective. Bringing Together Experts and Scholars from Diverse Fields The seminar will feature a strong line-up of guests from 18 APEC member economies, including China; Canada; Indonesia; Chile; Thailand; the Philippines; Australia; Malaysia; Japan; Singapore; Vietnam; Russia; Peru; Brunei Darussalam; Hong Kong, China; Papua New Guinea; Mexico and the Republic of Korea. Notable participants from international organizations include: Mr. Hazami Habib, Vice Chair of the APEC Policy Partnership on Science, Technology and Innovation (PPSTI); Ms. Rashmi Banga, Chief of the Development Research Branch, United Nations Department of Economic and Social Affairs (UNDESA); Ms. Rhea Crisologo Hernando, Analyst, Policy Support Unit (PSU), APEC Secretariat; Mr. Nicholas Brooke, Senior Advisor, APEC Policy Partnership on Science, Technology and Innovation (PPSTI); Mr. Yoshinari Oyama, Green Technology and Liaison Officer, Global Challenges and Partnerships Sector, World Intellectual Property Organization (WIPO); and Ms. Sita Primadevi, Senior Policy Advisor, International Institute for Sustainable Development (IISD). Situated in the center of Shenzhen and along the central development axis of the Greater Bay Area, Longhua is actively exploring new pathways for high-level opening-up at the grassroots level under the concept of “localized internationalization”. It is driving deep integration of its industries into regional value chains and accelerating the development of a modern international metropolitan district.
