Efforts made by the Longhua District Government to promote the digital transformation of the local manufacturing industry have received provincial recognition, being listed as an outstanding model of digitalization in the manufacturing sector. A total of eight cases from Longhua District have been selected for the “Local Governments in Digital Transformation of Manufacturing Industry” category of the checklist. These cases focus on the efforts made by local governments to promote the digital transformation of leading enterprises, SMEs, industrial parks, and industrial clusters. They highlight the application of digital technology in the manufacturing industry and the advanced, smart, and green development of the sector. Examples include the integration of new information technologies with manufacturing industries, the digital transformation of industries and supply chains, and the collaboration of resources across various sectors—government policies, industrial support, academic research, practical applications, and financial backing—to drive innovation and development.

Focusing on the construction of industrial clusters and the establishment of a modern industrial system, Longhua's cases highlight the district's achievements in building a powerhouse for the advanced manufacturing industry, a leader in the commercialization of scientific innovations, and a hub for the fashion and consumer industries.

According to the cases, Longhua District has implemented four key strategies to promote the digital transformation of manufacturing industry: improving policy planning, strengthening chain collaboration, implementing tiered strategies for both leading enterprises and SMEs, and optimizing supply services to foster a supportive ecosystem. These efforts led to the creation of a district level service platform, which integrates data resources across industries to build a collaborative and efficient digital system. Additionally, the district has successfully promoted the adoption of cloud-based technologies among SMEs, creating several exemplary models of digital transformation.

The provincial checklist focuses on the efforts made by local governments, large enterprises, and SMEs to promote the digital transformation of the manufacturing industry, and how digitalization empowers an efficient and cost-effective industrial chain.
