As Shenzhen prepares to host the APEC summit in 2026, Longhua District is stepping up its support for outbound trade, unveiling a robust service framework aimed at helping local enterprises navigate international markets and seize Asia-Pacific opportunities.
In a move to make “going global” more accessible and actionable, the Longhua District Commerce Bureau has released version 2.0 of its Overseas Expansion Action Plan and Service List, combining online and offline tools to build a visible, efficient support system connecting government, enterprises, and platforms.

A multi-level, targeted support network
At the core of the strategy is a “1+3+4+N” service model, designed to address the key pain points facing export-driven companies.
One dedicated task force: Longhua’s Five-External Collaboration Team brings together representatives from 31 departments. Focusing on foreign trade, investment, outsourcing, international economic cooperation, and talent, the team strengthens interdepartmental coordination to help local enterprises tap into new global market opportunities.
Three strategic hub partnerships:
China National Building Material Group Co. Overseas (中建材海外), a State-owned enterprise (SOE) under the Central Government, enhances cross-border logistics through a mix of self-operated and shared overseas warehouses.
Shenzhen Urban Transport Planning Center Co. (深城交), a municipal SOE, is building application scenarios across APEC economies, including Singapore.
Fosun Trade (复星商社), a Fortune 500 private enterprise newly brought into Longhua, is leveraging its global supply chain and deep ties in Portuguese-speaking countries to widen export channels for Shenzhen-based products.

These initiatives offer specialized services to meet the diverse needs of exporting companies:
I. The Industry Outbound Alliance of Longhua District, which has issued the “Golden 26” service list and hosted 28 events in 2025 to support cross-border expansion for over 3,600 companies.
II. A pilot program for cross-border e-commerce inspections, shifting customs checks from ports to collection warehouses — streamlining the export process.
III. A global cross-border product sourcing center under construction, promoting flexible supply chains and creating an industrial ecosystem where upstream and downstream enterprises are just a floor apart.
IV. Longhua's one-stop service center for vehicle exports, which offers single-declaration, single-inspection, and single-release services — boosting clearance efficiency by over 10%.

N overseas service stations:
Longhua has built a network of global support locations, including 11 overseas service stations and an international economic and trade service center in Dubai, helping businesses integrate into Middle Eastern and Asia-Pacific markets more quickly and effectively.
Digital tools powering smarter trade
Online, Longhua is developing the “龙数贸” (Long Digital Trade) mini program, which uses privacy-preserving computing to generate market insights and recommend high-potential clients. It also launched a dedicated Longhua section on the Shenzhen Qianhai International Business e-Station and continues to engage enterprises via WeChat public accounts, offering targeted news, tools, and policy updates.
With APEC 2026 on the horizon, Longhua is delivering a forward-looking, innovation-driven “open economy playbook” — one that aims to help local companies sail confidently into global markets.
