Longhua launches Shenzhen’s 1st mobile government service powered by HarmonyOS

Residents and businesses in Longhua District no longer need to visit a government service hall to complete common administrative tasks and services, thanks to a new mobile government solution — the first of its kind in Shenzhen.


The HarmonyOS Mobile Government Hall, recently launched at the Hong Kong–Macao Youth Innovation and Entrepreneurship Center, brings convenient, secure government services directly to businesses and communities. Developed by Longhua District’s Government Services and Data Administration Bureau, in collaboration with the Shenzhen Market Supervision Bureau Longhua Branch, the service uses HarmonyOS-powered handheld terminals to enable on-the-spot approvals and fast data processing. Government staff members are sent to industrial parks to provide convenient services using the handheld devices.

Tap-and-go services replace traditional queues


With a simple “tap” using the HarmonyOS mobile device, companies can now apply for business registration changes, public health permit renewals, and more — all without leaving their office. Five local businesses recently used the system on-site, experiencing secure and instant data transfer through a government VPN channel powered by HarmonyOS’s cloud-edge coordination and trusted authentication features.


“This is a big leap from running back and forth to getting things done with a simple tap,” said one business representative.


AI-driven autofill speeds up forms


The new system is integrated with the “ShenXiao i” government assistant, enabling AI-assisted smart form-filling. Using advanced language models like Qwen2.5 and DeepSeek-v3, the system accurately extracts information from public data sources and digital license libraries to autofill up to 80% of form fields, with over 95% accuracy.


“Before, we had to fill out forms twice—on paper and in the system,” said a representative from Aier Doctor Beauty Service Center. “Now, the AI does it for us, and it’s surprisingly accurate. It saves a lot of time.”


Approvals anytime, anywhere


The HarmonyOS system also supports mobile approval via the Yuezhengyi Workbench, extending government authority to handheld devices. Staff can now approve up to 238 types of applications outside traditional offices—right inside industrial parks and company offices.


A spokesperson from Turing Extreme Vision (Shenzhen) Technology Co. said: “It used to take half a day just to run to the service center and back. Now with the mobile terminal, we get approvals on the spot — within 10 minutes. It’s incredibly efficient.”


From “fixed counters” to on-the-go services, from manual input to AI smart filling, Longhua’s HarmonyOS Mobile Government Hall is reshaping how public services are delivered.
